You need satisfactory heating (and the ability to pay for it).
You need access to suitable transport.
You need the water, electricity, and drainage systems to keep working.
You need a toilet of some kind.
Blankets, hot water bottles, you can make your own list.
What people really need, and may not have, is good connection to other
people in the street. We spent a lot of time talking about what a
community board or the CCC might do to help. There may be something
there, but not yet.
Meanwhile winter is still coming. The glimmer of hope was making "Street
Groups".
Essentially organise your own.
CanCERN has been actively encouraging people to create street groups for
months now.
Don't wait for CanCERN to come to you, DO IT Yourself.
